British Broadcasting Corporation Gaza Programme Ruled a 'Major' Infringement of Media Rules, Declares Broadcasting Watchdog

The British broadcaster engaged in a "major breach" of industry standards by omitting to mention that the voice of a programme about the Gaza conflict was the child of a Hamas official, as ruled by UK media regulator Ofcom.

An investigation by the media regulator into the programme Gaza: How to Survive a Warzone has determined that the documentary was "substantially inaccurate".

The head of the BBC had earlier expressed regret, stating there had been "a significant failing in relation to truthfulness".

The regulator has ordered the corporation to transmit a peak-time announcement about its conclusions.

"Since this amounts to a serious breach of our regulations, we are ordering the corporation to air a statement of our conclusions against it on the BBC's second channel at 21:00, with a date to be confirmed," the regulator stated.

'Risk to Damage Trust'

The authority's announcement said: "The inquiry we conducted found that the programme's lack of disclosure that the presenter's father occupied a post in the Hamas-run administration was substantially inaccurate.

"This implied that the viewers did not have essential details which may have been very significant to their evaluation of the presenter and the details he provided.

"Credibility is at the core of the bond between a broadcaster and its viewers, notably for a state-funded media outlet such as the public broadcaster.

"This error had the risk to undermine the exceptionally strong degrees of trust that viewers would have invested in a factual film from the broadcaster about the Gaza conflict."

The programme was removed from iPlayer in last February after the boy's family links were revealed, and in the month of July an broadcaster's internal assessment found it breached the corporation's editorial guidelines on truthfulness.

A representative for the broadcaster stated: "The regulator's decision is in accordance with the findings of the internal assessment, that there was a significant failing in the film in relation to the corporation's content standards on factual correctness, which aligns with clause 2.2 of the regulator's media standards.

"We have apologised for this and we agree with Ofcom's decision in full. We will adhere to the penalty as soon as the schedule and language are determined."
